Cannondale headset trouble - anyone with facing tools?

Hi all,

There's something weird about the headset on my Cannondale Rize.

Long story:
I'm using a genuine Cannondale reducer headset (headshok to 1-1/8"); which is where I suspect the issue lies. The cups press fully inside the headtube so its very hard to tell if they are truly square. The bearings are not tremendous quality and are a tiny bit loose in the cups from the start. They need to be way too tight to remove steering tube slack; to the point where even brand new bearings are creaking. I've noticed some uneven wear marks on the cups themselves. It's probably unfair to compare the setup with Chris King... but if I did, it would be very, very unfavourable.

Short story:
Are there any bike shops/gifted-individuals out there, familiar with cannondales, who have the tools (facing or whatever) to make sure a new headset is seated right? Or even to lathe me up new cups???

It's driving me mental.

I had a problem with my old rize and the cannondale reducer headset. couln't get it snug with out over tightining the star nut bolt. traced it to the top cover of the headset bottoming out on the top of the headtube before the bearings were tight in the cups. put a very small spacer (1-2mm )between the collet inside the top bearing and the headset cover. This allowed the headset to tighten up correctly.
